What's with "Collar Man"?

I first saw this Samsung ad for their new cell phone on television, where this guy's collar which looks like the Flying Nun's hat is much more apparent than in this bad scan from a magazine ad.

And, why the pumpkin orange suit..?

Am I missing a subtle reference to something that a person closer to retirement than high school isn't supposed to understand..?
